CCI Google Android and Play orders (India)

2022–present · licensable mobile OS, android app stores

India's competition authority fined Google over Android and the Play Store in 2022. Appeals have changed parts of those orders and were still the live procedure.

The story

The CCI's theory resembles Europe's Android case and the Play billing cases: preinstallation and a tied payment system.

Google appealed. Indian appellate courts have stayed or trimmed pieces. A stay is not an acquittal.

This file is not the EU Android judgment that became final in July 2026, and it is not Epic's US injunction.

Why it matters

India is a huge Android market. Local orders change phones sold there.

What was claimed

Android licensing and Play billing were abusive.

Penalties and conduct changes were required.

The other side

Google says Android is open, the penalties are wrong, and appeals should undo the orders.

What it means for you

Phones sold in India can be under different preload rules than phones sold in the US.

Bottom line

India's CCI Google orders are on appeal and still a live case. They are not the finished EU Android judgment.

Timeline

  1. 2022

    CCI orders

The Commission fined Google and directed changes to how Android phones are licensed and how Play billing works in India.

  2. 2023–2026

    Appellate track

Google appealed. Interim orders have changed what is in force. That is why the file stays on the live list.

Formal snapshot

Summary: India's Competition Commission fined Google and ordered changes to Android and Play billing. Appeals in India were still the live procedure.

Regulator / plaintiff argument: Google's preinstallation conditions and Play billing rules abused dominance in licensable mobile operating systems and app stores in India.

Outcome: CCI orders in 2022 imposed penalties and behavioral directions. Google obtained appellate scrutiny that reduced or stayed parts of the orders at times. The appeals were not a final Supreme Court end-point that wiped the file out. Treat the Indian docket as open until that court says otherwise.
