EU Google ad-tech fine (2025)
2021–present · publisher ad servers, ad exchanges, display advertising
Europe fined Google about €2.95 billion in 2025 over ad tech. Google contests EU antitrust fines as a matter of course. The American case ended its remedy phase in September 2026 without forcing a sale of the ad exchange.
The story
Publishers use Google tools to sell ads and advertisers use Google tools to buy them. Enforcers on both sides of the Atlantic say that dual role was abused.
Europe answered with a 2025 fine of about €2.95 billion. The United States answered with a 2025 liability ruling and, in September 2026, behavioral remedies instead of a breakup.
An EU fine that is under appeal is still a live case. It is not the same document as the Virginia remedy order.
Why it matters
Publishers' ad revenue is the stake.
A European conduct order and an American injunction can demand different product changes.
What was claimed
Google favored its own ad exchange and server.
Rivals could not compete for publishers on equal terms.
The other side
Google says the stack is efficient, switching is possible, and structural splits would break a system that serves millions of sites.
What it means for you
The sites you read are the indirect customers.
Do not read the US 'no breakup' headline as cancelling the EU fine.
Bottom line
The 2025 EU ad-tech fine is a live appeal. The US case's September 2026 remedy is a different outcome.

Brussels imposed an ad-tech fine of about €2.95 billion, distinct from the older AdSense and Shopping fines.
September 2026
US remedy diverges
A US judge ordered behavioral fixes and refused to make Google sell AdX. Europe's fine is a different instrument.

Formal snapshot
Summary: The European Commission fined Google about €2.95 billion in 2025 for abuse in advertising technology, a separate track from the US case that produced behavioral remedies in September 2026.
Regulator / plaintiff argument: Google's roles on both sides of the ad auction let it favor its own exchange and ad server and disadvantage rival publishers and ad-tech firms.
Outcome: A 2025 Commission fine of about €2.95 billion is on the public record. Google's practice in EU antitrust cases is to appeal, and this fine should be treated as contested until the General Court rules. The US court, separately, rejected an AdX divestiture on 2 September 2026.
