Competition record

United Parcel Service

Deep profile · 1 linked library matter

UPS is one of two integrated US parcel networks, with FedEx. The European Commission blocked its TNT merger. Access to the network, not a consumer app, is the competition issue.

Overview

United Parcel Service, Inc. runs a global parcel network with its own airline, hubs, and drivers. In the United States the integrated alternatives for overnight and ground parcels are UPS, FedEx, and the Postal Service, with Amazon building a partial rival for its own volume.

In 2013 the European Commission prohibited UPS's acquisition of TNT Express, finding the deal would remove a competitor in international express delivery in many member states. UPS later watched FedEx buy TNT instead, with different overlaps. The prohibition is the European precedent for express mergers.

Large shippers negotiate discounts that small sellers never see. A marketplace or a big retailer with a custom rate can undercut a merchant who pays list. That rate discrimination is usually lawful and still decides who can sell online.

Amazon's in-house network is the new constraint. UPS both serves Amazon and competes with it for other shippers. Dependence on one customer's volume is a monopsony-style risk for the carrier and a foreclosure risk if that customer withholds volume to advantage its own vans.

Competition footprint

Two-network parcel markets are the US structure, plus the Postal Service.

The blocked TNT deal is the EU merger boundary for express.

Discount grids favor the largest shippers and function as a barrier for small ones.

Amazon volume is both a customer relationship and a competitive threat.

Consumer & business angle

A small online seller pays rack rates and longer commitments. The large marketplace does not.

Rural delivery economics mean one carrier may be the only practical pickup.

What to watch

  • Any new express merger in Europe or a US combination with a regional carrier of scale.
  • Amazon's share of UPS volume and UPS's pricing response.
  • Surcharge structures that small shippers say they cannot avoid.
